Are etheric shells conscious?

I've been thinking about ghosts recently. When a person dies and the etheric body separates from the other bodies, is that etheric shell a separate, conscious person? Or, is it like a robot that can move and talk when someone gives it some energy, but otherwise remains inert? I thought they were more like robots, but what do I know.
