I thought only Celestial Devas took birth with avatars. I'm trying to think of an instance that it is otherwise but cannot. I was also under the impression that the Azazel mentioned in Leviticus was a place to which the scapegoat was sent more than an entity.
But, who knows? I hope you have interesting things to say.
