There are a lot of issues in Occult where can I start with?

You normally start where you take an interest in or in the field which takes your fascination.

Necromancy and Qabbalah. Actually I read a book about Qabbalah but the writer didnt talk about the magic of Qabalah in the Book. So I just know the philospohy of Qabalah but not the rituals of it.

One book is not very much, you should keep looking. Also specific rituals are connected with the philosophy of the system, so doing the one thing requires knowing about the other one if you aim for something specific.

Rituals are created by men as are the systems they use. Therefore, don't be afraid of creating your own ones, that is in fact one of the basic skills one should have before going into magick (imho) besides having some discipline and know how to wield imagination.

If it is qabbalah you are interested in Kenneth Grants work might be worth a look in your case. Also Dion Fortunes work regarding the Qabbalah is a good recommendation for beginners. Qabbalah is a complex topic and it will take time until you get a view and a feeling for it. From my impression it is also rather head based, so keeping a good documentation and notes is recommendet.

I would start by reading Francis Bacon's Novum Organum Scientiarum (or, The New Instrument of Science).

The general idea behind the book is that it teaches a method of Induction towards Discovery as opposed to the standard model of Deduction towards Understanding.

Both are good, but if you're looking to Create, it's necessary to think about things differently.

For the complete beginner i'd recommend Paul Husons Mastering Witchcraft, as as his guide to Herbalism I cannot recommend the name of.

I am glad to hear you are interested in necromancy, for an introduction to the subject on a historical level, i'd recommend Daniel Ogdens Greek and Roman Necromancy as a good start to give you the grounding in how its been carried out in the past.

For most necromancy work you are going to need to read outside of western sources though I am afraid, as most of our traditions of it died out, being kept alive maybe in some catholic rites of saint veneration at a very abstract level. As such for that I recommend you look into African Traditional Religions, so stuff like Vodou, Palo mayombe, Santeria, and Quimbanda.

There is also some more modern cults of Necromancy that are euro based but their stuff is incredibly difficult to get a hold of.
