When they say that they are an eclectic practitioner that means that they draw their belief system from various systems at once rather than one set system.

An eclectic practitioner is one that mix practices. This can be mixing of different ways in one tradition or path like a Wiccan that do both Gerardian and Starhawk Wicca for example to those that mix and match everything. A Chaote, that being a practitioner of Chaos Magick can be seen as a very eclectic practitioner for example.
