What is magick?
Why do we call "magick" - magick?
And lastly... Are you all certain that if I follow through with (iih) steps 1-8,
That I will be able to control both electric and magnetic fluids within my vessel?

Or am I being made a fool?
Honesty is much apreciated.
If y'all are certain that iih will work - only IF I perform the steps wholeheartedly...
Then I shall gladly take iih very seriously and then from this point on be inspired every day that i wake up - to take this challenge of getting to know my self,

I'd say the root is within and without. The spirit within, and the forces without. You could also say that "nothing" is the root.

Just because somebody gives you a manual on how to build a plane doesn't mean that you have any talent building it. And it speaks even less to your ability to actually flying it.
A manual just saves you a shitload of times since you don't have to re-invent the wheel.

I meant to make an amendment to this a while ago;
If you notice, at a certain point Bardon starts identifying the reader as "scholar".
IIH is not a standalone book. It cannot teach you all the secrets to life.
Bardon mentions many, many, many, (god, so many) times that you are to meditate on almost every single concept he gives you. This means you take time out of your normal mode of thinking to contemplate and understand what he gives you.
He also makes a mention to point out that there are many other books already written that can give you the information he only glosses over. When calling you "scholar", he expects that you will read every single book you ever come across, contemplate all knowledge, and that your goal is to actually seek the higher realms. Magick should not be the only thing you pursue.
In regards to the fluid, actually, Yes. If you practice everything exactly as Bardon says to, you will be able to perform more miracles than you ever thought possible.
He writes in a way that he expects you to do the work instead of being lazy and having things handed to you. And yes, it is work. Like, physical labor-level-pain type-work. There might be times you hate your life and don't want to continue.
Power through it.
This doesn't mean you'll have skill in these things at first. That's why you're to master every step before progressing. The lessons build on each other, and if you don't master preceding steps, you won't be able to perform anything in the following ones.

The Kybalion explains the root in terms of the universe consisting of spirit, and its workings an expression of mind. While a crucial concept, a naive interpretation of it can mislead the practitioner into thinking the universe is more malleable than really is in practice. Your accomplishments will be limited not only by your own intelligence, ambition, and spiritual skill, but also by the degree to which the universal mind agrees with your ambitions. In short, if an endeavor contradicts the will of the universal psyche, that endeavor will fail, so try to tap into and familiarize yourself with that psyche, so you can align your purposes with it.
