I'd suggest going to a site like http://www.tarotpassages.com and looking through various decks to see what appeals. I must warn you though, it can be very habit forming...
I wouldnt call it dark, but I personally much prefer the Arthurian to the Legend...is it specifically Celtic you're looking for?

I am going from hear-say and really have no clue as I've never used the deck. But it's a bit more advanced then your typical rider-waite deck. You can get a bit more detailed info in the following thread.

Then again, I've also heard of a few that used the Toth deck first & love it...so your best bet I think is to go out & get it...but also get one or more of the standard decks, or at least be prepared to set the Thoth aside should it prove too much of a burden.

I use the Universal Waite myself, but there's nothing dark about it. I've been wracking my brain but I can't think of a GOOD traditional deck that's dark. I'm sure there must be some out there, but none that I can recommend.
I can recommend to avoid the Londa Tarot, however. The imagery, while dark, is inexpressive.

Or The Navigator's Of The Mystic Sea which are dedicated to the symbolism of the Cabala

Yes the giger is dark but it consists of majors only andreally, it's not great for reading, period, much less for beginners. If you are looking for something visually dark thats one thing, but there's plenty of "darkness" - conlfict, loss, tragedy, illness - in the Waite system.The deck encompasses the universal expereinces of life both internally and in the material world ; few things are as sad to see as the Five of Pentacles in reverse for example, and many of the Swords and fives represent struggle defeat pain etc. In fact most reversals show some form of painful event or challenge ahead. In readings I'm sometimes extremely grateful just to see a few "nice" things pop up, lol...
The Waite/Smith design is neither fluffy nor spooky wooky, but depicts the processes of consciousness in all their beauty, grandeur and misery.
Im going to have to look through my own collection and see if I have anything dark in the visually spooky sense. Recent purchases might include the Templar deck, I found it spooky as Hell, and the Bosch, although its funny too. Perhaps unintentionally but some of those images from his famous tryptich are too funny as Tarot cards...
